Step 1: Prepare raw vegetables.

With a cutting knife raw vegetables cut off the rhizome of each stalk of green onions and wash them under cold running water along with the right amount of potatoes and carrots. Shake the onion over the sink to remove excess liquid, put it on a cutting board, finely chop and transfer to a deep bowl. We send potatoes with carrots to a deep saucepan and fill them with clean water so that it is at least 3-4 centimeters higher than the level of vegetables.

Step 2: Boil potatoes and carrots.

We put the pot with potatoes and carrots on the stove, turned on at a strong level. When the water boils, reduce the temperature of the stove to an average level, cover with a lid so that a small gap remains, and cook the vegetables for 20 - 25 minutes until soft, the cooking time depends on their variety and density.
After the required time has elapsed, we check the readiness of the vegetables with a table fork, insert its teeth into the pulp of potatoes and carrots, if they enter freely without pressure, then remove the vegetables from the pan and transfer them to a deep plate. If, on the contrary, the teeth enter with an effort, then we bring them to full readiness. Cool boiled vegetables to room temperature.

Step 3: prepare smoked mackerel.

While the potatoes and carrots are cooling, we take smoked mackerel, put it on a cutting board, cut off the fish head, tail, rip open the belly and remove all the insides along with the black film, trying not to damage the abdominal cavity. Then we make a longitudinal incision along the spine, starting from the tail and ending with the place where the head was. We remove the fillet, from the costal bones at the same time removing the spine. If bones remain in the fish, remove them with tweezers or with the same knife.
We put 2 halves of the peeled fish on a cutting board, alternately cut the skin on each fillet from the thickened side and, holding it with our fingers, remove the skin from the fish fillet. After that, we act as desired or disassemble the fish meat into smaller pieces, or cut the fillet into 5 mm cubes and send the chopped mackerel to the bowl with the onion.

Step 4: prepare boiled vegetables.
